“On July 16, 2024, the city of San Antonio Zoning Commission gave the thumbs down to new regulation that would prohibit residential developments near large manufacturing facilities. The new rules would have created an "Industrial Compatibility Overlay District" zoning designation, delineating land uses around the city's industrial hubs.
The city attempted to create the new ICOD designation and immediately apply it around the Toyota Motor Manufacturing Texas facility on the South Side. The move would codify a 20-year-old Starbright Agreement, an economic development contract that the city struck with Toyota for its South Side manufacturing facility.
